Orange County Supervisor Katrina Foley Announces County Operations Updates During Tropical Storm Hilary

ORANGE COUNTY, CALIFORNIA — Orange Supervisor Katrina Foley released an update on Tropical Storm Hilary. Orange County currently has a Flash Flood watch in effect through Sunday evening with heaviest rain expected between 3 – 7 p.m. at 1 inch per hour.  

“Orange County residents can anticipate the impacts of Tropical Storm Hilary to begin at 3 p.m. today through the evening,” said Supervisor Foley. “Our County libraries, harbors, beaches, trails, and parks remain closed. Flash flood watch is in effect until tomorrow and residents should avoid all downed power lines. We encourage our Orange County community to limit travel unless asked to evacuate.” 

The State issued a proclamation of emergency, which includes Orange County.  

OC Transportation Authority 

As of mid-day, OCTA instituted detours on the following bus routes due to flooding: 

  • Route 1 – Long Beach to San Clemente via Pacific Coast Highway 
  • Route 70 – Sunset Beach to Tustin via Edinger Avenue, and 
  • Route 72 – Sunset Beach to Tustin via Warner Avenue 

Caltrans has closed Southbound PCH from Warner to Seapoint Drive, and the "Warner Loop" is also closed.  

All detours are posted on the octa.net and also have been posted via Rider Alerts in order to notify passengers using the Transit or Google Maps applications to plan trips.  


Rail Operations 

As of 1 p.m. there are no changes to Metrolink operations.
 

NCTD ceased all rail operations between Oceanside and downtown San Diego as of 2 p.m. This order was issued in an abundance of caution due to the anticipated heavy rainfall and flooding in San Diego County. This affects both Amtrak Pacific Surfliner and NCTD COASTER train operations. 
 

Due to the NCTD rail line closure, all Inland Empire – Orange County line trains will originate out of the Laguna Niguel – Mission Viejo Station tomorrow morning, Monday, August 21. 
 

The LOSSAN Agency will provide mutual aid to COASTER and Metrolink passengers by allowing them to ride any Pacific Surfliner train.

Additional County updates include:  

  • OC Fire Authority: OCFA’s Department of Operations Center (DOC) opened yesterday and will be in place through Monday. They have been upstaffing in key areas to be prepared to respond as needed. 
  • OC Sheriff’s Department: notified residents of Silverado and Williams Canyons of the voluntary evacuation, and they are maintaining the soft road closures.  The OCSD DOC opens at 10 am.  
    • Outreach & Engagement Teams have been out with Sheriff’s Department focused on the flood control channels to engage with individuals experiencing homelessness to connect to services/shelter. Any water quality issues will be connected through the EOC.  
  • Social Services Agency: SSA along with Red Cross stood up the shelter in Mission Viejo last night which continues to remain open. 
  • Southern California Edison:  
  • San Diego Gas & Electric: SDG&E is increasing the number of field crews and pre-staging equipment to respond to any unplanned outages.  
  • John Wayne Airport: currently 89 cancellations reported. Everything remains fully operational with no flooding issues and no staffing issues for control towers. 
  • OC Community Resources: OC Parks has closed all parks, trails, and beaches today which is consistent with the State closures. Campers at Regional Parks were advised to evacuate. Large animal owners are advised to use their personal evacuation plans.  Any libraries open on Sunday close at 1 pm. 
  • Office of Care Coordination: Bridges and Yale available to those who need shelter during the storm.   
  • OC Public Works: DOC activated from noon through the evening.  Equipment staged and heavy equipment operators and inspectors are ready to report.  

Members of the public are encouraged to sign up for Alert OC, the County's mass notification system, to receive time-sensitive messages sent directly to cell phones.
